He earned a Doctorate in Public Administration from the University of Pittsburgh in Pennsylvania, United States. With over 35 years of combined practical and academic experience in both public and private sectors, he has ascended the ranks in government. Notably, he served as the Vice Dean of King Saud University for Studies, Development, and Follow-up, and held a seat on the Shura Council for three consecutive terms, six of those years as the Chairman Assistant of the Shura Council from 2007 AD (corresponding to 1432 AH). In 2011 (corresponding to 1432 AH), a royal decree appointed him as Minister of Civil Service. Currently, he serves as the chairman of the board of directors for an industrial company in the Kingdom.

Throughout his career, he actively participated in and led numerous governmental and international committees and councils. He also played a role in various local and international conferences and seminars. Moreover, he authored several books and papers, with a primary focus on legislation, oversight, administration, and development work. His significant body of work includes substantial contributions related to workforce development and nationalization.
